You can’t do that with photoscape.
Its just a basic photo editor like photobucket.
You can try gimp because its free but
its more complicated than photoscape.
If not then you can always buy photoshop.
Expensive but useful. ;]

How to do the bokeh effect with Photoscape?
I just got Photoscape and someone told me that I could do the bokeh effect and I don’t know how to do it. Can anyone help me?

Strictly speaking, bokeh is the pleasing out of focus part of your image obatined by shooting with a shallow depth of field (ie by using a wide aperture, long focal length or short camera-to-subject distance), in other words, you do it in camera.
What you’re talking about is artificially blurring the b/g of your images to try to fake bokeh.
I’m not familiar with Photoscape (I use Photoshop CS3) but you need a program that allows you to select part of an image & then apply a blur filter. Looking at the specs it doesn’t look like Photoscape can do that, although someone else may have more experience of this software.

How can i use Photoscape to bring out one color in a black and white photo, such as red?
I am trying to find a photo editor that i can make a picture black and white, but yet still be able to bring out one more color. I would really like to have a free software and I found Photoscape which I heard could do it, but cannot figure out how. Please help!
I only want the color to come out in certain areas of the picture, such as, if i have a red rose, i just want the red of the petals to show.

You have to go to color balance and you can increase the magenta etc.
